Working for an expanding North East housing association within the asset management's appraisal team as the Affordable Homes Surveyor. This is an exciting role responsible for leading on all duties associated with this role to refurbish housing stock purchased on time and to a high standard, in line with the groups vision.

Responsibilities include:

  • Taking account of the long term maintenance needs of the Organisation's assets, develop refurbishment contracts (in conjunction with the other departments in the business), to address the risk and long term maintenance needs of the stock
  • To act as Project Lead and Principal Designer under CDM 2015 requirements (and future amendments) ensuring timely preparation of all pre-construction requirements for investment programmes for affordable homes refurbishments
  • Prepare design drawings, specifications, and contract documents associated with a varying range of property refurbishments
  • Produce Asbestos Strategies to support the range of projects
  • Working in conjunction with their procurement team prepare all relevant tender documentation and analyse tender submissions
  • Ensure that all statutory obligations are fulfilled including Planning, Building Control and all Health and Safety Legislation
  • Managing and contract administering their affordable homes refurbishment contractors to ensure that they deliver maximum value for money, risks to the group are minimised, and a collaborative approach to delivery is established with contractors
  • Performance monitoring of the contracts including the appropriate completions and certification
  • Acting as Principal Designer undertake H&S audits on site of the Principal Contractor and report back findings
  • Undertake and manage diagnostic surveys of property defects to identify solutions, define and quantify the extent of the issue identified, and develop specifications for remedial works
  • In line with the group standards, support the development of a comprehensive detailed specification that will ensure the effective delivery of works, including work in conjunction with Landlord Compliance and Repairs and Maintenance. This should consider whole life maintenance
  • Assist with financial planning and budget optimisation
  • Work with appropriate teams to plan and manage project asbestos surveys, utility companies liaison and managing specialist surveys e.g. ecology surveys, structural engineers
  • Undertake regular CPD (Continuing Personal Development)

Required skills and experience:

  • Demonstrable knowledge of building construction/standards, compliance obligations, planning regulations, regulatory standards and leasehold legislation
  • Demonstrable ability to carry out the role of Principal Designer in terms of the current CDM Regulations
  • Demonstrable experience in the planning/delivery of housing investment and compliance programmes
  • Detailed knowledge of construction contracts and their effective selection for appropriate work types, administration and commercial understanding of value for money drivers in construction
  • Working knowledge of Forms of Contract and Contract Administration
  • Understanding of Landlord Compliance, servicing contracts and contract administration
  • Skilled in variation control and negotiation with contractors
  • Knowledge of construction and the repairs associated with all types of domestic dwellings including the refurbishment of older housing

  • IT skills particularly experience with Microsoft office, AutoCAD and Asset Management Systems


Experience required:

  • Experience in the development and implementation of large scale housing investment and compliance programmes including pre-construction H&S information, fire risk assessments and asbestos management
  • Experience of managing relationships with customers, internal and external stakeholders
  • Experience of leading on preparing design, specification and contract documents for large projects
  • Experienced in the evaluation of contract delivery and monitoring unit costs including variation controls
  • Experienced in managing and controlling the quality assurance and control of on-going and completed works
  • Fully experienced in the management of the planning process to minimise time and costs and drive improvements in efficiency
  • Experience of operating at a similar level/role within a diverse organisation
  • Experienced in the costing of specialist surveys and HHSRS budgets
  • Experience of managing workload to meet defined objectives or targets
  • Experience of managing contractors' performance and health and safety and demonstrating excellent negotiation and challenge skills to resolve any issues
  • Experience of budget management on projects
  • A recognised professional qualification in a property or construction related discipline or equivalent or considerable demonstrable and relevant experience
