Sellick Partnership are currently looking to recruit an Executive Director of resources to join one of our public sector clients who are a vital part of the Midlands infrastructure.
Purpose of the Executive Director of resources:
To lead, with the other Executive Director, the overall implementation of the Council's vision, values and objectives and to provide a strong sense of direction, optimism and purpose throughout the organisation.
Main Responsibilities for the Executive Director of resources:
Inspiring, motivating and developing the Council's workforce so that they have a real sense of ownership of the Council's vision, values and objectives and are encouraged to perform to the highest level and make best use of their talents.
maintaining strong financial management underpinned by effective financial controls;
contributing to corporate management and leadership;
supporting and advising democratically elected representatives;
supporting and advising officers in their operational roles
leading and managing an effective and responsive financial service
To establish effective working relationships with the Leader of the Council
To lead, with the other Executive Director, the Council's Management Team and ensure the development and delivery of effective, efficient and responsive services
To lead on the management of budgets across the Council
To oversee a performance management framework for the Council and the design and implementation of improvement projects.
To develop and sustain effective and productive partnerships with other local authorities, central government, local businesses, public and voluntary sector organisations
To ensure the appropriate utilisation of key resources such as staff, budgets and physical assets in order to deliver priorities across services
To take every practicable opportunity to use information and communication technology (ICT) to improve service delivery and efficiency
To ensure procurement is delivered in accordance with contractual and financial regulations
To monitor the internal audit plan and act as the lead officer on the Central Midlands Audit Partnership who provide the Council's internal audit service
To manage the relationship with the Council's external audit partner
To manage and develop the Council's risk management processes
To manage the workload of the Governance & Audit Board
To attend daytime and evening meetings of the Council, Cabinet, Boards, Committees
To represent the Council at external meetings as required.
To lead on specific corporate projects which will change over time, including internal and external working groups
