Interim Service Director and Monitoring Officer

Sellick Partnership is currently recruiting on behalf of our local authority client to the position of Interim Service Director and Monitoring Officer. The Interim will be in post whilst the authority recruit to the role on a permanent basis.

The role is the Council's Monitoring Officer and holds all of the main functions associated with that role. The services which sit within this role include:

  1. Legal Services led by the Head of Legal
  2. Democratic Services - led by the Democratic Lead
  3. Internal Audit, Risk, Insurance and Election Services - Led by the Head of Internal Audit and Elections
  4. Finance Services - including the 2 Deputy S151 Heads of Service

Responsibilities:

  • Act as the Council's statutory Monitoring Officer and to undertake all Monitoring Officer functionality and activity
  • Contribute to the leadership of the Council through membership of the Council's Corporate Leadership Team (CLT)
  • Lead the governance and assurance arrangements for the Council so as to ensure that the Councils democratic processes secure well informed and legally sound decisions
  • Develop and embed models of governance to deal with and facilitate devolution of powers and responsibilities from Government to the authority and onto local bodies such as Parish and Town Councils and community groups
  • Support the achievement of the Councils outcomes detailed in the Councils Business Plan
  • Support or lead the development and delivery of corporate objectives as part of the Corporate Leadership Team
  • Manage the Head of Legal and Governance; Head of Audit, Insurance and Risk; Head of Financial Planning and Insight; Head of Technical, Pensions and Treasury

Person specification

The role requires the post holder to be a qualified lawyer with significant post qualification experience. Previous experience of leadership and management responsibilities at MO level in a large, complex public sector organisation is essential.
