Locum Head of Legal & Monitoring Officer

A Head of Legal and Monitoring Officer is required to join a local authority based in the Southern Home Counties for a period of 6 months initially. The council is currently looking into a shared service arrangement and is currently in the early stages of this so the post could potentially go to 12 months depending on this review.

Our client is ideally looking for someone to be the lead on governance matters across the council as the Monitoring Officer whilst managing a legal services team. You would have 3 direct reports which would include 2 Prinicpal Lawyers and a trainee solicitor who you will be responsible for.

Whilst the role is light touch management, you would be responsible for 121 meetings, outlining objectives for the wider team, budgeting responsibilities and team meetings. As the Monitoring Officer, you would be responsible for governance matters to include member conduct and complaints, advising on governance matters in relation to ongoing projects and attending cabinet and committee meetings. You have support from the Deputy Monitoring officers which are shared between the Principals who can also attend meetings.

This local authority has an excellent reputation in the market and has a lovely team to work with. The post would require someone to attend meetings in person which are decision making and committee meetings once every couple of weeks. Office presence is required when face to face meetings and signing off documents are.
