Locum Head of Governance

Hybrid Working

We are currently recruiting for an experienced local government lawyer to join a well-regarded local authority in the North West region.

The purpose of the role is to provide senior governance capacity and expertise within the corporate legal and governance function, enabling the Monitoring Officer to lead and front a period of organisational change.

The postholder will work closely with the senior leadership team to stabilise, improve and put on a sound footing a range of governance and democratic functions, while supporting the development of evidence-based best practice working arrangements.

Key Responsibilities

  • Support the development of best practice service delivery, including input into consultation materials, job descriptions, and budget alignment.
  • Contribute to the development of a corporately agreed funding model for governance-related services.
  • Provide senior support across core governance functions, including:
    • Report clearance processes
    • Constitution review and maintenance
    • Corporate governance matters, including devolution-related work
    • Responding to internal governance advice requests from officers
  • Attend selected officer-level meetings where governance input is required, freeing senior capacity elsewhere.
  • Review, correct and improve current approaches across:
    • Councillor services
    • Committee services
    • Information governance
