The Opportunity

An exciting opportunity has arisen for a motivated and proactive procurement professional to join a Strategic Procurement and Commissioning team.

This role offers the chance to play a key part in supporting procurement activity across a large and complex organisation, ensuring compliance with procurement regulations while delivering value for money and driving best practice. The successful candidate will work closely with stakeholders across a range of services, leading procurement exercises, providing expert advice and helping to shape strategic procurement activity.

Key Responsibilities

As Senior Procurement Officer, you will:

  • Provide procurement support, advice and guidance to internal stakeholders, ensuring compliance with Standing Orders and relevant legislation.
  • Lead and deliver a range of procurement projects from inception through to contract award.
  • Support and guide colleagues through formal tendering exercises and procurement processes.
  • Promote value for money across all procurement activity and challenge areas of non-compliance.
  • Drive and promote local procurement initiatives to maximise local economic impact.
  • Issue contract notices and maintain procurement statistics and records.
  • Support the management, administration and training of the organisation's e-tendering portal.
  • Advise on category management strategies and procurement best practice.
  • Promote the use of appropriate procurement routes, including framework agreements and collaborative procurement.
  • Work collaboratively with internal departments and external partners to enhance procurement outcomes and ensure regulatory compliance.

About You

To be successful in this role, you will have:

  • A degree-level qualification relevant to procurement, business or a related discipline, or equivalent professional experience.
  • Experience of working with a variety of stakeholders and building effective working relationships.
  • Experience of communicating effectively with a wide range of audiences.
  • Knowledge and experience of working within the requirements of the Public Contracts Regulations 2015.
  • Understanding and experience of procuring through Government Framework Agreements.
  • The ability to manage your own workload effectively while contributing as part of a wider team.

The following would be advantageous:

  • Experience within public sector procurement.
  • Experience operating within a category management environment.
  • Experience or knowledge of PA 2023
  • Membership of the Chartered Institute of Procurement & Supply (CIPS).
  • A demonstrable track record of successful project management.
