Strategic Property & Accommodation Lead

Location: Gloucestershire (hyrbid)
Day Rate: £400 per day - Outside IR35
Contract: Interim / Contract

The Role

We are seeking an experienced Strategic Property & Accommodation Lead to support the Local Authority strategic approach to estate planning, space utilisation and accommodation strategy. Reporting to the Strategic Estate Manager, you will lead long‑term estate planning and ensure the property portfolio supports modern service delivery, corporate priorities and financial sustainability.

You will act as the key liaison between Asset Management & Property Services and council services, overseeing delivery of the Corporate Asset Management Plan and providing strategic advice at senior level.

Key Responsibilities

  • Lead strategic estate, space and accommodation planning
  • Optimise the property portfolio to support future operating models
  • Provide strategic oversight of accommodation moves and workplace transformation
  • Develop and assure business cases, feasibility studies and early‑stage proposals
  • Advise senior leaders and Members on estate strategy, risks and delivery constraints
  • Embed sustainability and carbon‑reduction objectives across the estate
  • Ensure strong governance, compliance and risk management

About You

  • Proven experience delivering strategic estate or asset management plans
  • Strong local authority or public‑sector background (desirable)
  • Confident operating in high‑profile, complex environments
  • Excellent stakeholder management, influencing and communication skills
  • Experience developing business cases and strategic change proposals
