A reputable and well-established combined authority is seeking a lawyer to join them on a locum contract, to advise on governance, devolution and regulatory matters in relation to police and crime.

The successful lawyer will be joining this esteemed organisation on a locum basis, for an initial 3-month contract but with the view to extend further.

Remote working is available for this role, and we encourage applications from both full-time and part-time candidates.

Responsibilities will include:

  • Advise on the implementation and interpretation of legislation, case law and statutory guidance in relation (but not limited) to Local Government administration, Police and Crime Commissioner functions, and devolved powers and functions

  • Advise Members and senior officers in relation to all matters of Governance and Regulatory law

  • Act as the day to day lead legal advisor to the Mayor and the Deputy Mayor Policing & Crime in respect of Police and Crime functions and attend and advise as required at the Joint Independent Audit and Ethics Committee

  • Conducting investigations into complaints received in relation to Members, the Mayor and Board Members and prepare reports and recommendations as necessary to the Governance and Audit Committee and/or Police and Crime Panel

  • Assist the Assistant Director of Legal, Governance & Compliance by providing advice on the scope of powers and authority to take decisions, maladministration, financial impropriety, probity and budget and policy framework issues

  • Assist the Assistant Director of Legal, Governance & Compliance in ensuring that sound procedures are in place to support governance arrangements and review and develop these to match the changing environment including changes through devolution of new functions. Play a key role in developing such arrangements in response to policy initiatives and PCC Functions including leading joint governance meetings with the Chief Constable and Police.

Experience required:

  • Significant public sector legal experience

  • Experience of working with/for police and crime entities

  • Awareness/experience of devolution and governance
