Sellick Partnership is partnering with a local authority to recruit a Programme Manager in Adult's & Children's Social Care on an interim basis.

The responsibilities of the Programme Manager will be:

  • Leading organisational redesign and transformation projects across both Adult's and Children's Social Care.
  • Managing multi-disciplinary project teams to deliver cultural and operational change.
  • Overseeing delivery of complex projects and programmes to agreed timescales, budgets, and objectives.
  • Managing programme budgets ranging from £100K-£1m in line with governance processes.
  • Driving service redesign, co-designing solutions, and embedding sustainable change across directorates.
  • Leading project governance, risk management, and reporting through the corporate PMO framework.
  • Building strong stakeholder relationships with executive directors, service leads, partners, and external agencies.
  • Line managing project staff and developing the Programme Management Office function.

The ideal candidate for the Programme Manager role will have:

  • Extensive experience in programme and project management within local government or the wider public sector.
  • A strong track record of delivering service redesign, transformation, and change management programmes.
  • Experience working across Adult Social Care (ASC) and Children's Social Care (CSC).
  • Strong political awareness and knowledge of current local government policy and funding challenges.
  • Skilled in both Agile and Waterfall methodologies.
  • Excellent communication and influencing skills, with the ability to lead and motivate diverse teams.
  • Proven ability to deliver savings and efficiencies while improving service outcomes.
  • Degree-level education or equivalent professional experience.
